Quantum science and technology in the Philippines: Readiness, roadmap, and the path to 2035
Abstract
Quantum science and technology (QST) is emerging globally as a strategic domain for research, innovation, computation, communication, sensing, security, and advanced workforce development. This talk presents the Philippine Quantum Science and Technology Roadmap for 2025–2035 as developed through a national consultation and roadmapping process initiated by DOST–PCIEERD, situating it within the global quantum landscape and examining the country's readiness to contribute meaningfully to the field. The discussion will emphasize the roadmap's central strategy of building national capability through human capital development, foundational research, and knowledge creation, rather than premature competition in full-scale quantum hardware. It will also discuss the role of the national QST conference and publicly available DOST–PCIEERD statements and materials that reflect the country's publicly articulated policy direction in quantum science and technology. The central message is that the Philippines can become a credible contributor to the regional and global quantum ecosystem by developing a strong base of quantum-trained people, research outputs, institutions, and collaborations by 2035.
