Abstract

As the Philippines moves toward a science-focused economy, quantum technologies offer exciting chances for change in various fields. This presentation explains how the Department of Science and Technology – Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST–PCIEERD) is working to make the country a key player in Southeast Asia for quantum industries and research.
It highlights key milestones, including research and development initiatives, human capital development, and infrastructure-building. With a vision set for 2030, the talk explores how a coordinated roadmap—anchored on robust facilities, capable talent, and supportive policies—can drive innovation at the scientific and industrial frontiers and usher in a new era of national competitiveness.

About the Speaker

Enrico C. Paringit, Department of Science and Technology – Philippine Council for Industry, Energy and Emerging Technology Research and Development

Dr. Enrico C. Paringit is currently the Executive Director of the Philippine Council for Industry, Energy and Emerging Technology Research and Development of the Department of Science and Technology (DOST–PCIEERD), a position he held since December 2018. Dr. Paringit holds a BS in Geodetic Engineering (1997), MS in Remote Sensing (1999), both from the University of the Philippines Diliman and obtained his Doctor of Engineering from the Tokyo Institute of Technology (2003). He is seconded to DOST by UP Diliman where he is a Professor of Geodetic Engineering since 2014. He has served as chair and director of the Department of Geodetic Engineering and Director of the Training Center for Applied Geodesy and Photogrammetry (TCAGP). His specialization is in the field of remote sensing and modeling of hydrological and coastal environments for applications in disaster risk reduction and in energy resource assessment. Dr. Paringit has conducted and led numerous research work including the Disaster Risk Exposure and Assessment for Mitigation (DREAM Program) and Phil-LIDAR 1 Programs from 2011–2018, which used laser mapping technology to identify flood-prone areas throughout the country. At PCIEERD, he pursued innovations in the R&D grants program management, capacity-building, and strengthened partnerships to accelerate the pace of technology development and innovation in the Philippines.
