Assessing public elementary school quality in the Philippines

Abstract

Measuring the progress on the goal of attaining universal education requires key indicators. Improving existing indicators requires incorporating other factors that affect school attendance. In this work, we look at the relationship of the National Achievement Test scores and pupil-teacher ratio, which are often used to assess school quality, using available datasets from the Department of Education. Moreover, we incorporate the pupil-teacher ratio as weights to our potential map formulation of school accessibility to see the changes to the public elementary school potential map. The potential map shows the reach of elementary schools in different areas in the country. Adding weights related to the pupil-teacher ratio lowers the contribution of possibly overcrowded schools.
